I'm currently using a 240hz 1080p monitor, I decided to use my 4k 120hz TV as a second screen. Ever since I plugged it in I'm getting random little stutters in my games and frame drops. What Is causing this issue? I have my TV plugged into my mb and my monitor in my gpu.

Very possible depending on what the heck you're doing on that 4k display and what your specs are.

For some reason even though my TV is off it's still streaming what is on my main display, also even after unplugging my mouse can move off of my main display when I move it to the right, there is no border.

Yea unless you physically unplug the HDMI from the computer/TV or change your display settings, Windows will still think it's active. Press "Windows" + "P" to alternate through different display modes. You'll mostly likely want to use "PC Screen Only" while gaming. This will disconnect the TV so nothing gets rendered for it.
