Cpu fan throttling

Hi all. I just built a new pc and went from Intel to AMD and I notised that ( im assuming ) the cpu fan is throttling. Is there something wrong or is it something that is just does to ceep it cooler? everything is updated and for what i know running as it should.

This is the specc: 

MSI GeForce RTX 3070 8GB GAMING X TRIO

Corsair 32GB (2x16GB) DDR4 3200MHz CL16

ASUS ROG STRIX B550-F GAMING

AMD Ryzen 9 3900X 3.8 GHz 70MB running with the included Wraith prism fan

By throttling do you mean the fan speed rises and falls according to the CPU temp/load? If so, that's surely desirable.

i can just keep it it idle and not do anything on the computer and it still does it

That might suggest CPU idle temps are higher than wanted due to poor case air temps. Suggest you use HW Monitor to see all temps and see how they move according to idle.

Bad thermal contact on the CPU?  Too small a cooler maybe?
