I hope this correct place for this. I'm not new to PC gaming but I am a noob when it comes to optimization and boosting performance in hardware. But On COD Warzone I am only averaging anywhere from 105-130 FPS on 1440p with settings on low. I have watched videos of people getting over 150(more closer to 180-200) with same PC specs other than ram speed. I also game with a buddy with same GPU but different CPU(he has a Ryzen 5 5600) and the only other difference is RAM speed(his 16GB 4000 vs my 16GB 3000). He is averaging over 150 easily. He tells me its RAM speed but I am not sure. Any help would be appreciated. Also would overclocking anything help? If so what is safest way to accomplish this and again this is the part I am not knowledgeable in and don't really know how. All CPU and GPU drivers up to date. Thanks.

CPU: i9-9900k
GPU: ASUS Tuf 3080
RAM: Oloy 16GB 3000 (CAS Latency 16)

Monitor: Samsung CHG70 144hz 1ms
Motherboard: Gigabyte z390 UD (Current firmware is F9 located in pictures)
Cooler: Cooler Master 240 AIO

He has a "better" CPU for gaming, albeit Everso slightly.

 

Your Ram is Fine for the CPU you have, He also has a Super binned CPU if he can actually run his Ram at 4000 mhz without infinity fabric tuning.

 

Honestly it just sounds like he has a Setting or something slightly different then you, as you should be getting pretty identical performance. 

 

His GPU could also just be boosting higher then yours due to better silicon or Cooling, Nothing you can really do there.

 

Your CPU May be able to hit 5 ghz at an overclock, but i really dont trust that CPU cooler to be able to handle the thermals.

From what have I read, updates made COD Warzone have "Poo Poo" performance. Here is something from users on reddit:
