If the server PSU has a built-in fan it's almost always exhaust even on server variants.

Not that you can't flip the fan around and treat it as an intake but that messes up the air-flow in rack mount variants.

I don't get it? Why PSU get exhaust?

99% of the time rack mount servers are built with a front intake/rear exhaust topology. To have the PSU's (mounted in the rear) act as intakes would go against that topology.

Tests are conducted that any heat producing components won't cause the pre-maturer death of the PSU as it intakes their warm air. That and the air moves so fast due to the high RPM fans that it's generally less of an issue.

So will there be a high rate that the PSU will draw air from the outside in?

No.

Those two tiny fans above the card edge connector suck air in from inside the case.  Hot air is exhausted out the back.

This is how rack mount equipment is designed, as @Windows7ge points out.  You bring cool air in from the front and exhaust hot air out the back.

Did you somehow jerry-rig it into the front of a case or rip it apart and turned the fans around inside?

In all likelihood unless you plan on driving it really hard probably not but your other internal components probably won't benefit from it's exhaust either.
