are you going to use IP cameras? if so you need a big PoE switch and some long ethernet cables (or multiple smaller switches)

Anything i've written between the * and * is not meant to be taken seriously.

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.

Yes, but I was talking about desktop requirements, not cables or switches.

i've only seen IP cameras that connect to an app so i'm not sure about that myself sadly.

You need a Network Video Recorder, no need for expensive PC.

A cheap $200 may have up to 32channel (cameras).

You just connect all the camera with cable to a hub/switch or wifi to the NVR.

Then all you have to do is open the NVR for streaming to your PC.

I do have those NVRs, I want a live surveillance system, not recording system.

You just need IP camera viewer or other IP cam software out there.

Or use the software from the NVR.

I know that, that is what I will be doing, but I am talking about the PLAYBACK OF THE VIDEO, and WHAT HARDWARE DO I NEED to PLAYBACK 32 FHD 10FPS streams?

For the network you need only 44 Mbps to run all 32 stream at once.

For the PC it depends on what software you would use.

Look up the hardware requirements.

that depends on how you wanna do that.

is this supposed to be a single computer with 32 screens or will it be 8 screens with 4 videos playing on each or 4 screens with 8 videos on each?

your biggest problem is first of all the number of screens and the resolution you would need to play back the video in any meaning full way.

once you got that figured out you either gonna need a ton of GPU´s for hardware accelerated decoding or something like a threadripper CPU that has enough CPU power to decode all of these streams.

overall a surveillance system like this would be completely useless as you will end up with 32 tiny images and if you dont record anything you dont even have the option to go back to review footage and just displaying this would not include the option to look at individual camera feeds in more detail.
