I have an intel core i7 8th gen, and gtx 1050 ti. I used ti render using blender (cycles), but all the sudden, each time i hit render, the cpu caps at 100%. Also, each time i open the task bar, it shows cpu at 100% for 3 secs then goes back to normal. I checked for malware, found one and deleted it then rescanned and no viruses were found. Google chrome (youtube specifically) also started lagging and feeling slugish all the sudden. there is like .5 sec delay when i hit forward or backwards or pause on a vid which is not a big deal but could mean something. In case this is normal, is rendering at 100% cpu and 30% gpu bad or should i switch to only gpu (slower)

With NO experience in Blender I can still say it's likely made to do that..
It's made to use resources you have, I would call it normal for a Render App to use literally Every bit of the CPU and the 100% Behavior using Windows at the same time is normal/expected.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

From what I understand, his youtube is sluggish even without blender..?

It rendering at 100% is normal.

When you render it's normal that you are at 100% your system is calculating everything to generate the image so yeah it will be used 100% unless you set it to not be so. Launching task manager spikes to 100% too that is normal as it's quickly fetching all the data from everywhere.
