Gaming at 1080p 240hz and streaming ,no triple AAA games and play Warzone, Valorant, Apex .

i7 10700F or Non F+ Z490 / Ryzen 7 3700x + B550 (identical in price in my country)

Hyper 212 Evo V2

32GB HyperX Fury RGB 3200mhz CL16 

RTX 2060 (Mid life GPU Upgrade)

Sx8200 Pro 1TB

Corsair RM750

Fractal Design Meshify C

 

(Only The GPU is gonna Upgrade !!)

 

I need to know which CPU and Motherboard is better in this situation.

In this case I'd say 3700X with the B550, because at least with the B550 you'll get the potential for some overclocking given Ryzen's unlocked CPUs (depends on the board you get and how good the VRMs are though) and you have the upgrade path for a 5600/5900X in your future (which btw, I would definitely recommend the 5600X over the 3700X provided you can snag one somewhere)

I'd go with the Ryzen 7 3700X +B550 since you can overclock this combo in the future and have an upgrade path if you choose to do so by buying one of the AMD Ryzen 5000 series CPUs, which are excellent. There is nothing really wrong here with 3000 and 5000 series, unless you are running earlier Ryzen models. With that i7-10700F, your stuck with a locked processor but doesn't make sense on a Z490 board, which supports unlocked Intel chips (i.e. a i7-10700K; any K suffix CPU in a Z or X Intel motherboard can be overclocked).

With a Ryzen system, get a 2x16GB sticks of DDR4-3200 CL16 (officially AMD specifications for DDR4-3200). You can try and get a DDR4-3600 CL18 or CL16 kit to get more performance out of the 3700X as Ryzen favors high frequency RAM but you're limited due to how fussy the integrated memory controller's are with Ryzen.

Is not about you can overclock or not, is the 10700k really worth it? 10700 less mhz only no big deal and buying Z490 can xmp and features

Overpriced 6 cores, and I won't buy 6 cores in 2021 so I'm skipping this one.

Overclocking is about getting the most out of your system. You can just run them at stock speeds without overclocking and maybe if you hold onto this system for a couple of years and the CPU is starting to see its age in games, you can overclock to get more performance and make it last a little bit longer before having to upgrade the whole system. There's an added benefit there with overclocking. 

 

Now between the i7-10700K and a Ryzen 7 3700X, they are pretty close in terms of performance. They trade blows with each other and it comes down to costs and your choice. The i7-10700K will probably give you more single-core performance over the 3700X.
