i have a asus matrix r9 280x and i want a SAFE not too hot but good oc, im using gpu tweak and dont want to go crazy just get a bit more performance

it depends, different people get different results. you just gotta experiment with yours and see what you're comfortable with.

I'd recommend just not touching the voltage, and pumping up both of the clocks by 100.

if my voltage is at 1263 shall i put it to 1300 core vlotage btw

If you want higher clock speeds, sure bump the voltage. But then i assume you have somewhat decent cooling.

What are your load temps on stock clocks?

on crysis 3 99% gpu usage max 73 degrees

Okay, try bumping up 100mhz on the core and see if that is stable.

Dont touch voltage just yet

With that cooler on that card it's more about what the maximum stable overclock you can get rather than a temperature issue if the card only reaches 73 degrees at full load, so as far as the temps go with that card I wouldn't be too concerned. You can probably overclock that card to the point where the core itself can't be pushed further and still have acceptable temps. 

 

How much your 280x will overclock may vary from what other identical 280x cards will overclock so copying other 280x overclock settings may not work, it all comes down to the silicon lottery in the end.
