Movable fan mount / spot cooling

I know linus has one of these on his test bench thats adjustable and has a fan mounted on it.  any idea what that product is, I have been having trouble trying to find one.

Those come with test benches. Because with test bench there's no actual airflow and fans are used to create it for those components which needs some extra.

These could give you some idea what to look for. I vaguely remember someone posting link to something like this what you can buy separately, but its been awhile.
