For >200USD and hopefully an ssd boot drive and 5tb of usable storage. Would hard drives be the best solution or would something like tape drives or another less used system be better? Recommendations are appreciated and pcpartspicker lists are also appreciated. It will probably be hooked up to a mac but I'm building/buying a new system and I haven't decided yet.

It depends on the workload,

If you use heavy workloads (lot's of writing) then you will want to use a hard drive.

If you need speed,but the workload is light use SSD

If you need to archive data for later use,then tape or a hard drive could be used.

If you want to use a mixed workload that requires speed then an Optane drive would be suitable.

optane and all ssd storage isn't really an option at my budget. But it will be partially archive and partially semi-frequent file transfers.

Then hard drives are the best solution for you.
