[W10] Task manager hangs upon closing

If I kill the process it closes right away, if I click the close button "x" it will hang for 3-5secs or give a message "not responding" and then closes. It does not do it in safe mode, but I am having a hard time figuring out what is causing the issue.

On slow machinea? yes, on fast ones ? No.
