You don't need another PC my man that PC you have is overkill some years back what games will you be streaming?

Dont waste a single dollar just stream via lan and capture that lan stream via OBS on your second computer to then upload it to twitch or whatnot here is a video I randomly picked with a quick search to get you started. 

 

 

Capture cards are very expensive and do not do much for their price since they still rely on your CPU to encode compress etc it is a waste of money imho. 

 

The other alternative is just use your GPUs ability to capture and stream your games in that way you dont need a 2nd PC, the 2nd PC just allows for higher quality streams without FPS loss on your main rig.

why do you want a streaming pc when you already have one?

only people i know who do this are some sim racing streamers

Anything i've written between the * and * is not meant to be taken seriously.

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.

How would you consider a quad core quad thread cpu overkill, let alone enough for gaming and streaming at the same time. I would consider this machine more than adequate for streaming if you’re playing on a console though, it could handle the capture and delivery but gaming on top of that is a stretch.

 

You may be able to do some basic streaming using the built in nvenc encoder on your gpu, but I don’t think that generation’s one was great. Trouble is the overhead of OBS or other broadcasting software can get a bit high once you add extra elements to the frame like your webcam, animated borders so your frame consistency in game and streamed out may suffer.

I did say a few years ago it would have been (even tho it's not that old) but it all depends on the games he will play really

Why not just upgrade CPU on your current rig? You are spending over $1500 and capture card for second PC when you could just upgrade your CPU to be able to stream and game at the same time. Unless the purpose here is to validate your reasons for wasting money. The current rig is decent gaming rig with overkill amount of RAM, overkill PSU, overkill cooling and probably overkill amount of HDD space. Your 2nd rig would alone be enough for streaming.

 

Keep in mind that just having amazing quality and amazing rig for streaming doesn't make you a great streamer.
