Is this to little thermal paste or too much?

I will use isopropyl alcohol next time I will do something like this right now it’s not top priority to fix this since it’s a guest console and won’t be used much during the pandemic

Too much, and you don't appear to have cleaned off the old thermal paste very well. 

 

You need just enough thermal paste so that when the heatsink is secured, the thermal paste spreads itself out to cover the whole die and doesn't spill over like that.

The heatsink doesn’t spread out so much there (this is an old photo from a few days) I took off the cooler and it seemed to still only be on the chip and nothing on the side

He just told you, leave enough of it on and it'll affect your temps. Leave enough on the die and the dried-up clay-like old paste will cause the heatsink to sit at an angle, causing one or two of your cores to run way hotter than the others and take your overall die temp up by a shitton, causing throttling.

 

But by all means, mess around and see what happens

Yeah it’s just that the grey one was just impossible to remove since it hadn’t been turned on since idk

idk what isopropyl alcohol is but I used something I always remove stuff with paured with a cloth

Just clean it with a piece of cloth that does not leave strains or "hair" behind or q-tips using a bit of alcohol. Clean it thoroughly removing all of the old paste, it not hard. Then apply a thin film of paste all over the little square of the cpu, you may need something like a old credit card to spread it

A little dab of paste will do fine then make sure you apply the cooler down with equal strength on both sides to ensure even distribution. I wouldn't recommend using a credit card.

The paste is hard stuck it’s been there for 10+ years and probably hasn’t been heavily used for like 3+, I have a thermal paste spreading thing

It’s kinda hard to apply the cooler like even but it get’s even in the end

I guess if its hard for you to do it, and you will do more harm than good then better leave it as it is.

Just use a fair amount of pressure on both sides when placing it on the cpu, then screw down until both sides are sitting on the same level.
