Laptop clock speeds unstable

My laptop is usually consistently at 50-60 fps when playing overwatch, but I get these weird fps drops from my CPU/GPU frequency dropping severely. I play with my laptop plugged in.

 

I would guess the issue is caused by some sort of power loss but I don't know for sure. Does anyone know what's causing this and how to fix it?

Do you know if the laptop is overheating? It could be reducing clock speeds due to thermal throttling.

Its not overheating, it's been running at those same temps for years with no problems. Plus reducing the game to 720p30 greatly reduces the temps but doesn't solve the problem
