Old hardware or New hardware?

Certainly.

But aside from my hatred for HP, the base issue is the HP platform can't be upgraded to a better CPU, the platform is obsolete. So while it might be faster at this point in time, move forward 6 months, and this will no longer be the case, as software requirements move on and so forth.

Buy beyond that, the HP system is used, how long will it last before the hardware starts to break down, and then you are right back to square one, having to buy a new system.

So your actual question should be: new vs used? And new always wins

Budget (including currency): Rp. 4.000.000 -  Rp. 5.000.000 (about 285.90 USD - 357.37 USD)

Country: Indonesia

Games, programs or workloads that it will be used for: genshin impact and some other RPG games like trails series, and wird and powerpoint stuff

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

so.... i'm having a dilemma between buying old hardware with HP Prodesk 600 g1 intel i5-4590, 8 Gb ddr3 and just adding some gtx 750 ti/1030 it costs around Rp. 4.400.000-ish

or buying a newer hardware with Ryzen 3 3200g using the integrated Vega 8 , 8gb ddr4 it cost just a bit more , Rp. 4.410.000

i haven't considered any monitor yet

maybe fps wise, the older hardware may win because the added dedicated GPU. but the newer hardware gives more flexibility with future upgrades

so.... what do you think? older hardware or newer hardware

Personal experience: HP products are terrible, plus you will be locked into an ever-increasingly obsolete platform, go with something new, in the end it will be worth it

even though it performs better ?

But there is no upgrade path for it.

With the Ryzen, you can at least put faster/newer CPUs in and faster/newer RAM.

My professional experience with HP products is very poor, I'll choose practically anything else over HP any day.
