Laptop not turning on

A few weeks ago I plugged my laptop into a monitor via HDMI and I had a USB device plugged in. It was working fine for a few minutes before it shut off. It now will not turn on and the power button flashes when it is pressed. See video below. Any help would be appreciated. I have a dell Latitude E7250
