Those risers for mining, where it has the USB port that goes in the x1 slot and the x16 slot connected via USB, can I operate one of those just plugging it into a usb port, not into the x1 slot card?

TL;DR can I use a pcie riser over usb for a laptop?

No, they use the USB cable because it's designed for high-bandwidth digital signals and all the ports/cables already exist and are cheap. Electrically it's a different signal and won't be recognized; you need to use them with the x1 adapter card.

I need an external gpu and the boxes are too expensive.

They make these little guys, they're basically very very tiny low-power eGPUs that give you just enough to run a second monitor over USB but not much else

I was going to put a Radeon HD in it bc my HDMI port on my laptop broke, it needs to support 2k60 video playback.

by 2k you mean 2048x1080, or basically 1080p right?

Those might be ok for video, but thats pushing it.

Id just swap the gpu in your laptop if its a mxm card.

It has a r7 integrated graphics, and the HDMI port is the problem, not the card. And I mean 1440p, sorry.

Those usb ones probably wont work then, so you really can't get that working on your laptop without fixing the port then.
