Is r7 2700 going to bottleneck rtx 3070 and is 550w plus gold enough?

I would go for a 2700x or even a ryzen 5 3600 about the watts I'm not the person to ask but if you goto https://pcpartpicker.com/list/ you can check watts and also see deals on some parts.

Also if its not in your budget then you can go second hand but you'll need to buy thermal paste if the cooler is used. Used prices are a highlight for builds because of the next gen products mainly lowering used prices.

I would doubt the bottleneck would be significant maybe slightly. Power wise you are probably ok (use https://outervision.com/power-supply-calculator) but personally I would probably go 650W for a 3070 to be on the safe side.
