That's because you are using the open-source driver, which doesn't yet support RTX 30 - series. You'd need to install the NVIDIA proprietary driver for proper support.

If I were to install it to my Hard drive, would I be able to change the res. ?

I don't remember where, But I'm sure I read somewhere the 3060ti is only compatible with windows and 3070 and up is compatible with linux and windows 

I don't think changing the location of install will change the res

Surely if it was incompatible it wouldn't boot at all ?
