Sure, this is possible.
Maybe heavy rendering could be faster for more money but it's possible.

About 200 $ for each monitor,
about 50 $ for mouse and keyboard,

about 150 $ for the headset.

 

So there are 900-1400USD for the PC itself.

About 100$ for a case,
about 150$ for a motherboard,
about 80$ for RAM,
about 60$ for 500GB NVMe SSD,
about 80$ for 4TB HDD (for your video results),
about 200-300$ for the CPU,

about 230-630$ for the graphics card. (Radeon RX 5600 XT maybe)

 

But for heavy video editing, you could spend much more money on the graphics card.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

the build would need to include a keyboard and mouse, a decent microphone, two monitor 17"+, headset, 16 gb ram and liquid cooling and an SSD

 

honestly a friend is trying to get a pc and from what ive seen the market is shocking right now for parts but just wanted a second opinion
