It could provide a 2 - 4 FPS increase. 
Remember, it's GPU overclocking, don't expect crazy FPS gains out of it.

tbh your better off undervolting by -50mv and setting the core clock to 1337mhz
might as well keep your pc cool and quiet since your not going to see much of a benefit from overclocking to 1450mhz
you could do 1500mhz with an rx 580 but its not 100% stable and does tend to cause a lot of artifacting and visual glitches

if you want to undervolt set the core clock to 1337mhz and set the voltage to -50mv

if you really do want to overclock a good stable one is +50mv for the voltage and the core clock should be 1450mhz

It would increase your FPS but don't expect to double it, on average I think GPUs offer a 10-15% headroom for overclocking though some GPUs have much less headroom than that, so at best you'd increase that to 51 FPS
