Only upgrade a PC if it's not doing what you want it too do. 

What are you trying too do, I can't tell you too upgrade something if I don't know why you need the upgrade.

Does it do what you need it to do? If so, no need to upgrade.

 

For $200 in terms of CPU + Motherboard, I'm sort of leaning towards an older intel platform since ram would push you over $200 with a 10100F (Ryzen 3 is not really in stock) + cheapest H410 board.

with 200 dollars you cant really get any performance boost since at least 120 would have to go towards replacing mobo and ram. If you dont already have an ssd get that otherwise save up!

Is it? I could do 1440p high with an RX580 (granted at 18fps, but if you are into flight sim, that's fine as long as there are no drops). 

 

1080p medium should definitely be possible with the 1650.

Ebay bidding is the best way to get a good deal probably. I wouldn't bid more than $100 max tho. Not the best value, but if you want to keep your RAM it's the best DDR3 compatible CPU (6700K technically works too, but only on some motherboards)

 

If you don't want to bid (Intel Core i7-4770K Haswell Quad-Core 3.5 GHz LGA 1150 84W Desktop Processor CPU | eBay), that's a 4770K for $117 on ebay. I still think this isn't the best value chip possible (the 3100 has an MSRP of $99, although it rarely hits that) but DDR4 16GB is about $60 and on ryzen you want at worst 3000 MHz I'd say
