Yes, you can use an imaging software (like Acronis) to create an image of the drive after a fresh install with the programs you want installed.. but that is really a backup.

 

You could also follow these recent videos over at Craft Computing to create a Windows Server to host custom images that can be deployed to new devices if you regularly need to install Windows on many devices... .
