CPU throttles after a while of max usage

That is the Intel power limit.
On my ASUS Hero I had to go into bios then hit the cmos button on the I/O shield than the select either F1 or F3.
If I go through the bios screen MCE is enabled and that heats up my i9 10900k to the point where Thermal Velocity boost does not work.
Other motherboards should have similar methods of doing this.
