Two bad floppy-to-USB converters in a row?

I lied.

My second board works fine - apparently it just needs a bit of cajoling (e.g. spamming "format a:" in Terminal). Now it works.

Well, I got my replacement of the 34-pin floppy to USB converter.

Came pretty fast.

Here's the problem: It does the same thing.

Even when the disks aren't set to read-only, they still report as read-only and I can't do anything to them.

So I have fivetheories why:
1. All three of my floppy drives are incompatible.

2. All three of my floppy drives are dirty and need to be cleaned, because something is blocking the write-protect LED.

3. I got super unlucky.

4. My boards are from a bad batch of boards.

5. Windows (both 10 and 7, haven't tried XP) are incompatible for some reason.

I'm not sure what to do, does anyone have any ideas?
I should be able to find different floppy drives (e.g. not one of the three I have) if I need to.
