CS 1.6 rubber banding problem.

I play counter strike 1.6 cuz my pc cant handle CS:GO. Since last week I've been facing a rubber banding issue.

Things I've tried:

1. went to a site called https://packetlosstest.com/ so I could check my packet losses. But the results shows that my connection is normal.

2. I tested Brawlhalla if it was lagging or not. It was perfectly fine and smooth.

3. Re-installed the game and still no improvement.

4. Restarted my router

5. Restarted my pc

6. Tried different command lines in the console.

My pc specs:

Intel Pentium Dual Core e5700 3ghz 

6gb 800 mhz

500 gb hard drive

No dedicated Graphics Card.

Yes but it was fine before google went down.
