It talks about how ISPs throttle your WiFi, and plugging this in will speed it back up to normal and extend the range. I'm thinking it's a load of poop, but maybe someone here will know for sure.

It's a load of crap. There's a small chance it might extend the range a little bit, but it won't increase your speed. That device doesn't replace your router, it's added as an addition to it, if you think about it logically you still have to use your router to access the internet, so it can only slow down your speeds by adding another link in the connection. Even if you already have one, you are better off not using it and just throwing it away if you can't return it.

Adding that ISP doesn't care or necessarily even know how you are using your connection. They might guess based on reported speeds, or if you have their provided device, it might report stats back.

 

Either way, it doesn't make any sense to just limit speed on WiFi and not on ethernet.

Most WiFi speed issues are cause by environmental factors. Such as lots of other networks on the same WIFI Channels, building materials of your home, other devices that use the same bands as WiFi, etc. 

 

And while ISP's do have high level of controls on equipment they lease/give you, if they are going to throttle you, it will be all of your traffic coming out of your home.
