Does overclocking VRAM, increase power consumption?

So basically I have a laptop that is at the edge of its power limit, I wanted to know if overclocking the VRAM consumes more power and if so roughly how much compared to overclocking the core.

Yup. The VRAM itself will use more power, and the core will also work a little harder and consume more power.

 

I don't know your exact circumstance, but I was just fiddling with this the other day on my RTX 2080, and a ~15% increase in VRAM clock resulted in ~5% increase in power consumption.

Zero because the power limit is still working and will slow the GPU core down if needed. Even on cards with super high power limits, overclocking memory hardly increases power draw on its own. However removing memory bottleneck from a GPU does let it do.more.work.and that will.increase power.draw. With power limit.in.consideration however it's still better to overclock memory and let.the core clock reduce slightly.

I don't think this actually applies to my GPU, its a 680M MXM card and it doesn't seem to have a power limit, I increase the clocks and it will always go higher. it has a TDP of 100 watts and with OC I've seen it go all the way up to roughly around 150.
