So I've noticed something really interesting, my gtx 1070 (laptop version, Rog Strix) boosts all the way up tp 4007 MHz, but when looking at the newer 30-series cards they don't boost over 2000MHz. So what does boost clock really do and why has it gone down? 

Edit: I checked online and the boost clock of the 1070 and other 30-series cards have similar boost clocks, but my laptop is reporting 4007MHz Memory (but  1443MHz clock rn on idle), what does that mean?

That does not sound right. Where are you getting the 4007MHz figure from for the GPU core clock?

I just checked and noticed I was wrong on some things, I edited the orignal post lol

Your GPU memory has a different clock speed than the GPU core. Just like how a CPU has a different clock speed than RAM. 

The 4007MHz is for the memory. Your GPU clock speed is 1443MHz. GPU boost affects the GPU core clock speed.
