5900x and 3080 build bottlenecking?

This is my 2nd build 

 

my problem is when im watching a stream on twitch and open my game (valorant) i get lag and choppyness in the stream which seems off to me. my older 1st build never had this issue and is much lower end in comparison. not exactly sure what the prob is ive done the basics like make sure wiNdows and drivers are updated and im on the lastest bios for motherboard i also updated chipset.

 

ANY IDEAS? im fairly new and this is above my pay grade

Mother Board: AORUS x570 PRO WIFI
RAM: G.Skill Trident Z Neo Series RGB 32GB (2 x 16GB) DDR4-3600

Case: Thermaltake Level 20 MT
Power Supply: Power Spec 650 Watt
