Low GPU utilization but very high temps!

Hello guys I am new here and I am having a bad time with my GPU...

My GPU is a GIGABYTE AORUS GeForce RTX 2080 TI GV-N208TAORUS X-11GC Video Card,

and at first it was a quiet card on max settings in every game but now is always ramping up the fans and GPU hitting 78c when it would always sit around 65-70c.

 

Also on some games its on max settings and its sitting on 60 and 70 GPU utilization but the temps are high!

 

I have uninstalled NVIDIA drivers a full windows clean install and removed glass panel for more cooling even tho im fully stacked on fans around the case.
any suggestions?

Thermal paste probably dried up or mounting pressure is rather low.

Cinebench R15 Single thread:168 Multi-thread: 833 

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

do that if it still has warranty, unless you're in the US which warranty stickers do not break warranty by law
