GTA V low CPU and GPU usage

PC specs:

Ryzen 5 1600 oc to 3.7GHz

gtx 1070 oc to 2151core/ 4608 memory

16gb 3200mhz

 

I get an avrage of around 45 fps during gta V online sessions with high settings

 

During gta v benchmark tests and online gameplay my cpu usage maxes out under 50% and my GPU usage at under 20% I set my power plan to high preformance in Nvidia control panel and in windows but nothing i tried to run the game without any overclocks which made no difference at all I reinstalled it completly but nothing works I also unistalled my drivers with DDU but nothing HELP

Howdy and welcome :)

Is there a frame cap anywhere?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
