Issues in Cold War after swapping gpus

I was swapping graphics cards but due to bottlenecking I swapped back, before I swapped both cpu and gpu were running at full on cold war and now only my cpu is running at full with my gpu at 40-50 percent and temps are normal for both of these. During this game only compared to games like rust or R6 I was experiencing frame drops, I have no idea why and need some help, I will drop my specs below.

ryzen 3 2300x RX570, 16gb ram, mobo is GA-a320m-s2h, and 55gb free in ssd out of 256 any ideas?

May not help but try using DDU to remove all the GPU drivers then bang the latest back on. I've had issues before changing GPUs and it messing up the drivers.
