if you are driving through a crowd, it's one of the most intensive things you can do in the game, my cpu usgae will spike to 90-100% while gpu will also be 100%, MOST of the time it's a gpu bottleneck at 4k/98fps, i can't play with rtx on, settled with medium dlss performance, overclocking the cpu doesn't do much below 80fps, wouldn't recommend it either with a h100i. Also wouldn't recommend upgrading from a 2080 ti to a 3080, the 9900k won't take full advantage of it but i wouldn't call it a bad duo either. Personally waiting for the 3080ti for the 9900k (it's a inefficient).

1% lows at 81.5fps, a 5.1 oc with 4.9 ring brings it up to about 88, it does help the dips but whether it's worth it is up to you.

TLDR: most of the cpu bottlenecking happens above 80-100fps, and there are areas where no cpus stay above 120fps, don't worry about it. It's mostly a gpu bottleneck.

I am wanting to overclock my cpu to get better performance in cyberpunk 2077, I have an h100i PRO AIO. was just wondering if this would be a good idea or is this cooling not sufficient? I am only hoping to get a 5ghz OC on maybe 2 or 4 cores. Any suggestions?

Will OCing your CPU really get you more performance? Aren't you GPU bottlenecked anyway? I assume that you are already using multi-core enhancement or whatever ASUS call it? My 9900K runs at 4.7 GHz all core with MCE on. Whether it is worth trying for 5GHz is up to you. I found that the extra voltage (and therefore extra heat) was not worth it in the long run. I have a Noctua NHD15 for what its worth.

I mean if its worth it or not is up to you. I say no, its not going to net you diabolical frame gains as Cyberpunk is so GPU intensive and meant to bring a GPU to its knee's.

Further, if you're going for a all core OC that h100 is going to have a hard time keeping up. You need a 280MM MINIUMIM (360 is recommended). a 360 AIO kept my old 9900K rig at about 62-65c depending on the game roughly with a custom fan curve. My R20 runs would get up to 73c all core @ 1.27V on a MSI MEG Z390 ACE.

If you're wanting to overclock the CPU, i would upgrade the AIO cooler for the CPU. You could always try it first and see what your temps get up to before you make a decision to invest the money to upgrade the cooling or not too.

i didnt't know I was gpu bottlenecked? does that mean that a 3080 and 9900k would be a bad duo?

No - you want to be GPU bottlenecked. If you are CPU bottlenecked you are leaving some GPU performance on the table which is not a good thing.

i just notice when i drive real fast through heavily crowded areas with rtx on my fps dips below 60 how does CB2077 run for you?

I haven't played it yet but if you watch any review of the game on Youtube, these dips happen even with a 3080. The game is very demanding to run and not particularly well optimised unfortunately. I very much doubt that overclocking your CPU will make these go away.
