CPU/Heatsink possible corrosion? Solutions

Removed heatsink for cleaning. After all the thermal paste was off the heatsink noticed an area with raised bumps and pits that will no clean off. Cpu also has an area of textured staining that will not come off around the same area as the pitting and bumps on the heatsink.

 

Should I just repaste and reinstall and call it a day or should I look into replacing my heatsink/Cpu?

What have you tried cleaning the cooler and CPU with? I see some liquid between the heatsink fins.
