I use replay buffer in obs to capture replays in Valorant. My cpu is an Intel i5 9600k and here are my obs recording setting:
Video

Base (Canvas Resolution: 1920 x 1080
Output (Scaled) Resolution: 1280 x 720
Downscale Filter: Bicubic
FPS: 60

Output > Recording
Encoder: x264
Recording Format: mkv
Rate Control: CBR
Bitrate: 2500 Kbps
CPU Usage Preset: very fast
Profile: (None)
Tune: (None)

Output > Replay Buffer
Maximum Replay Time:
60 s

My gpu doesn't support nvenc. With the above settings I can record descent 720p replays in Valorant with minor hit to my in game fps. I was wondering if you can increase the resolution to 1080p. Also, the streaming settings are the same as the recording settings but the quality is very bad. Any changes that would help?

you can always try

the bitrate is awfully low, especially for local recording

turn local recording bitrate to 30,000kbps or even higher

and maybe cpu preset to fast? though the impact on your fps will be huge

For streaming 720p60 or 1080p30 you would need over 4500kbps bitrate. Your CPU can probably do that since Valorant isn't that heavy to run. For recording, and especially if you plan to edit, use much higher bitrate like @Moonzy suggested. You will lose some of the quality when rendering edited videos. And when uploading to your chosen service.

If it's youtube and you're not a huge creator, upload in 1440p even if you have to upscale it

It'll force youtube to process it in vp09 instead of anc, which makes everything looks much better than anc
