Unfortunately the HP bios is next to useless and only will show current fan speeds in the thermal section of the bios. There isn't even a fan speed target.
Fan speeds so seem to work ok under an active load like a game. Just not when the PC is locked.
Check if there a system utility running that controls fan speed. For testing purposes, get a molex or sata to 4 pin fan adapter and plug the cpu fan in. It will run full speed all the time. If it solved the problem, you know it is the fan profile. A sure way to clean up the system would be to download windows from microsoft and create a bootable usb drive with their media creation utility. Backup your stuff first, then reboot from the stick and format (remove) the partition windows is on and do a clean install. Once you are up and running again, do not install any of the manufacturers tools, only get the amd chipset drivers from amd as well as the graphics drivers. Audio an ethernet as well, if windows base drivers are not sufficient.
There are many background tasks that could lead to high temps like that. Bloatware, Malware, Spyware, Hostile Mining, Remote Access into your machine etc. A clean install will take care of that. Just make sure to have everything backed up. Don't worry about the key, it is linked to the account you have registered with microsoft.
