I'm looking at upgrading to a RTX 3060 TI or a RTX 3070 and I want to pair it with an i7 9700k. I want to know what power supply would be recommended ideally I would want the minimum required as I'm a student and cant spend too much on it.

I wouldn't bother upgrading to a 9700k, you're not going to see that big of a bump in performance, especially since you can't OC.

You'd be fine with the PSU you have. It's not the greatest, but the 3060Ti/3070 aren't as power hungry as the big boys, and if you're looking to save money I don't see much point in replacing it.

You don’t need to upgrade that 8700. It has basically identical gaming performance to a 9700k.  If you really wanted to upgrade your CPU the 5600x or 5800x would be a much better choice. A 3070 or 3080 would be fine, and I’d go with a 650w PSU if your going with a 3070 or 3080.

Welcome to the forum.

I wasn't too sure what the change in performance would be for the difference in the i7 9th and 8th gens, although I knew that the 5000 series Ryzen's would be much better in terms of gaming performance but intel's CPUs still have the majority upper hand for animation and rendering also wouldn't want to have to buy a new motherboard as well. Also seeing as I wouldn't be upgrading my CPU anymore I'll definitely get a 3070 possibly a 3080. Would a 650W definitely be able to to support that as that's already what I'm packing.

Thanks to both of you

If you're going with the 3080, I'd get an 850w PSU as they're usually not much more than a 750w. The 3070 should be fine with the 650w.
