Welcome to the forums!!!

 

Before overclocking with that CPU, I would recommend upgrading your CPU cooling system from the Hyper 212  to a beefer air cooler such as the Noctua NH-D15 or a be Quiet! Dark Rock (Pro) to keep temperatures down.

 

For right now though, is the 8700K not giving you the performance that you are expecting it? Do you just want to do it for fun?

You can check temperatures using a HWinfo64- great hardware monitoring software and its free. Their sensor readings are more accurate than HWMonitor.

a little bit of both when im playing AAA games its low frames after i just upgraded to a 2060 dual overclock

So your CPU utilization is pretty high and your GPU 's utilization is low? That would lead to a CPU bottleneck.

That can be a turbo boost (Max Turbo Frequency is 4.7GHz on a 8700K).
