I have some of each category. It really depends on how you both handle it. Paypal can only take so much, if the person doesn't have a credit card on account and has withdrawn the money you might be out of luck.

Also open a dispute in eBay.

there are rather effective, almost too effective... I know someone who constantly conned chinese sellers through paypal disputes. I couldn't stand it!! He would just look for the most sketchy seller, order it on ebay and if he got he would "I didn't get it" and get a refund and if he didn't receive it he would dispute it anyway.

H100i issues, both defects and missing parts, the seller is abusive and refuses to do anything. 

Did the eBay ad state that it came with them?

Did the seller state "sold as is"?
