Would it be better to stream off an RTX 2080ti or an AMD Ryzen 3900x?

Depends on the game and stream settings but either would be fine at a decent 1080p stream

this is actually wrong. New NVENC is equal to CPU encoding now and the 2080ti has the newest NVENC encoder. It costs very little in overhead compared to old NVENC or even CPU encoding. 

 

OP: Use the new NVENC encoder on the 2080ti for single system streams.

then you're likely having it configured incorrectly. If you don't set it up correctly in OBS, it actually reverts to old NVENC.
