My CPU is running at 100% at idle with a fresh install of windows (fully up to date) and all my drivers are up to date as well. Ive only just now started to have these issues. any help would be greatly appreciated 

 

system specs:

CPU: Intel i5 6600k 

Motherboard: MSI 170a gamming m5 

GPU: msi gtx 1060 6gb

RAM: 16gb ddr4 2400

So what is eating up all the CPU under Task Manager?

"System Idle Process" doesn't consume CPU cycles. It's just a place holder for anything else that doesn't consume CPU. You have 100% total, it's just accounting for how much of that is used. Whatever isn't gets placed under "System Idle Process".

 

Note: System Idle Process has a PID of 0. Again, not an actual process, just a null value.
