It's not always locked, it depends on what load the CPU has.  

 

It should drop very low on idle, and raise  to high 4.X GHz under load.

thats my problem, it is. it is always at 4.3GHz, always and sometimes boosts to 4.4GHz but never lower

What does Task Manager say?  HW Monitor probably shows a static number rather than actual load.

 

Did you do any tweaking in your BIOS?  If BIOS is at default, the CPU should fluctuate wildly as loads increase and decrease.

 

Reset BIOS to default and see if that changes things.

task manager says about the same, i believe ive only changed fan curves and RAM  speeds in the bios

Did you look and watch?

 

My work machine is going from 0.86GHz to 2.35GHz as I write this and work.  Open Task Manager, go to the CPU Performance tab and watch the Utilization and Speed numbers.
