Hello. A long and detailed post, please bear with me.

I've noticed stuttering is starting to happen no matter what game I play, FPS are high, but even just one drop from say 116 to 115 is a noticeable stutter. I have a g-sync monitor which is set up using Blur Busters guide, capping FPS via Rivatuner to 116 (its a 120hz display) and V-SYNC on in NVCP, off in game.

The stutter is a really weird experience, as if it doesn't hold a constant FPS the game feels stuttery. As above, only 1 fps drop from say 100 ---> 99 will create a stutter which isn't nice when playing.

My system specs are;

Gigabyte Aorus Z390 Pro
Intel Core i7 8700K
32GB DDR4 Corsair Vengeance RAM
Gigabyte RTX 2080 TI
Full Hydro X Custom Liquid Cooling Setup
HX 1000i PSU
Commander Pro Controller
x6 QL 120 RGB Fans
Lighting Node Core Controller

I have tried removing my overclocks on both GPU and CPU with the same results. I've tried turning off XMP which also didn't help. Other things I have tried below are;

- Turned off Game Mode in Windows settings
- Turned off Game DVR in Windows settings
- Set Power Options to High Performance
- Disabled Diagnostic Tracking Services
- Reinstalled Windows 10 (multiple times)
- Tried unplugging all USB's bar Keyboard/Mouse
- Tried using a different monitor
- Tried unplugging the USB 3.0 connector from the Motherboard
- Disabled Wireless/Bluetooth devices in Device Manager
- Tried loading optimized defaults Bios
- I have disabled Full Screen Optimizations in each .exe
- I've tried 3/4 different drivers over a 6 month period whilst using DDU
- I've installed all motherboard drivers from Gigabyte Website
- I've tried different DisplayPort cables

In terms of Temps my CPU goes no higher than around 65c with my GPU topping out at 49c. I've tried games where I have my fans on full max RPM where temps come down to around 58-60c on CPU and 40c on GPU, but stutters still remain.

Here is my Userbenchmark:

I would be grateful if anyone can help me fix this, as I'm at the point where I just don't know what to do next.

You can try this software

Is like free-sync turned off if you have it on your monitor? Could try that.

You could also try running linux off a USB or installing it, to see what your system does without windows.

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

My monitor if a G-Sync monitor. I have tried ISLC and that didn't seem to help, either.

Then probably try the linux on a usb to cut out windows and your storage at the same time, can just use a replay/live game in dota 2 or CS:GO
