For the last week or so I have been having major PC issues where my PC would randomly freeze and than not boot again for 5-10minutes. Sometimes holding the power button would do nothing and not even start up and sometimes it would start and not post or even go to bios.

After unplugging the PSU cable and leaving it 5-10 minutes it would sometimes just randomly start again and it would reset my 3000HMZ ram to 2133 and I was unable to use XMP without it repeating the boot up issues. I thought it was a ram issue so I got two new sticks and booted it just fine with XMP and it ran fine for about 24 hours but then I started to play Destiny 2 and about 30-45 minutes it frooze again and it would not boot at all for a good hour.. I tried multiple gpus.. no gpu and it would not boot untilit suddenly just did.

I am really really not sure what the problem with my PC is.. I have ran Heaven benchmark for a good 20-30 mins and my GPU only goes to about 65C and I have ran OCCT as well without any errors.

My system specs are:

i7 8700

Asrock z390m pro4

2x8GB Corsair CL15 3000MHZ

Cooler master V650S PSU

Asus RTX 2070

Have you tried running everything without XMP enabled with the new RAM?

And you listed GPU temps, what about your CPU? The fact that it's taking some time before you can even power on after the fact would lead me to believe something needs time to get back a state where it can function.
