AMD Radeon LoadLibrary failed with error 126: The specified module could not be found.

To make a long story short I have a computer with 2 GPUs in it and the AMD control panel won't open. On launch is crashes with the following error message "LoadLibrary failed with error 126: The specified module could not be found.". I've googled around and all of the information I found was useless. The first GPU in the system is a GTX 970 and the second is a RX460. I'm also running the latest version of Windows 10.

Anyone know how to fix this?

Okay firstly, what do you want to achieve having 2 different GPUs in same system? 

Athlon x4 840 @3.7Ghz MSI A68HM-E33 V2 8GB DDR3 1600MHZ SC GTX 750TI A400 120GB TOSHIBA 1TB MSI 200W

Okay I wrote that and I see now it looks kinda meam which was not my intention. I am sorry if somebody got offended
