RX 5700XT Sub Par Performance

The issue I'm currently having is poor framerates in games like rainbow six siege! An example I'm running medium to high graphics no antialiasing except linear. My GPU locks it's self at 144 fps no higher or lower no matter the resolution or graphics level. I can't get it to go past that in any games really. I am using HDMI I have no idea whether or not that may be affecting my frame rates or not. Warthunder being another example I run it on high setting, easily can set it to max however my system chokes up and it drops all the down from 140+ to 40-50fps. I have no idea what is causing it to lock up. I get roughly 110 fps in COD MW the new one, For Honor it's the most stable at 180fps consistently. Any ideas on what's causing this I have the latest BIOS and Display drivers installed. I am just confused as in 1080p R6 should easily push past 144fps.

that's because it's locked at 144fps, which is probably an in game setting or due to freesync 

 

what res are you playing War Thunder at?

AMD blackout rig

what res are you playing War Thunder at?

It doesn't matter on or off even when i turn it off on my monitor siege stay's at 144fps no matter the quality or filtering on the graphics i am also only playing on 1080p for everything

rainbow six seige has an FPS lock in it, check it, make sure its off, the reason it stays at exactly 144 is there is something locking it.

Does your monitor support more than 144 FPS?

If not, you're wasting energy for a bigger number - those frames essentially become extra heat.
