Is my CPU or it's gold dots burnt?

You should just clean it with isopropyl. It's the same thing.. Not as high quality as your contacts under cpu but even then.

Some pins/dot of CPU i5-6500 are more dark than other CPU pins/dots.

 

A)What is the meaning of that and

B) how can I fix that.

(Toothpaste? is it rust?)

Plz help.

C) (And why and how could something like this happen?)

Have you overclocked CPU or memory?

Also if you can remove it with isopropyl alcohol, then it's fine basically. But use a very soft cloth and be gentle.

Does the cpu currently work? If it does, don't clean it, you are more likely to damage it than to help it. From your photos, it just looks like oxidization.

Not sure about that. It dosen't oxidize, because it's goldplated. I had a i7-875k (Devils Canyon) die on me beacuse I ran it with 2400mhz CL7. The memory controller burned. Looked like that, but way worse. The gold contacts was melted in some places and sticked to the pins in the socket. The motherboard survived  Could also just be dust/dirt that burned. It's perfectly safe to clean with a small amout of isopropyl and a soft cloth. I have done it many times, also on ram sticks, GPU's etc.
