Need help finding Sega Game

Hi Guys, About 20years ago I recall playing a 2D fighter game on my Sega console. I remember much about it but all remember in the game there was a cool character with a red Cap, I think. and I'm pretty sure there was Chicken that increased your health. Later into the game there would be these huge yellow construction vehicals.

 

Any help would be appreciated. Thank you all.
