can my msi b450i gaming plus be enough to support a 5900x?

If you're not overclocking you should be fine power-delivery-wise, but you'd have to wait for MSI to release a 5000 ready BIOS for that board-- not sure whether that's happened yet on B450.

What cooling do you have? With an ITX system I'd guess you'll run out of cooling headroom before your VRM maxes out. In any case, with some direct cooling (e.g. a downdraft cooler or a tower cooler whose fan hangs below the heatsink) you'll likely be fine.

That case has some airflow struggles, which will affect both CPU and VRM temps-- if you have a bit left in your upgrade budget, I'd try to go for a case with a bit more airflow. If not, the CPU cooling will probably be more of a limiting factor anyway, so I wouldn't consider it a major worry.

The problem is that the perforations for airflow aren't really large enough, so fans tend to get choked and not move as much air as they should.

To your original question, though-- your motherboard shouldn't be a major limiting factor.
